March 8, 2010

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor Marion on March 8, 2010 at 7:00pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Marion, Treasure Gordon, Trustees R. Prehn and R. Marion. Twenty one other citizens were present.

  3. Mr. R. Prehn led the Pledge of Allegiance.

  4. Mr. R. Prehn moved, supported by Mrs. Judy Gordon that the agenda be approved as presented.

  5. Mr. R. Prehn moved, supported by Mr. R. Marion, that the consent agenda be approved as presented.
    1. Approve minutes from February 8 regular meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $6,828.98.
    4. Approve 4th quarter payroll for March in the amount $ 8,758.60.
    5. Approve Fire Protection - Operating $84,319; Capital Improvements $5,825; Township Percent 11.65%.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. One citizen commented on the missing sign at Willow and Michigan Ave. The Washtenaw County Road Commission is looking into it.

  7. Approve Budget for Fiscal Year 2010-2011 - A motion was made by Robert Prehn and supported by Judy Gordon that the budget be approved. Ayes 5 Nays 0. A motion was also made from the floor by Mike Callegari and supported by Phil Gordon that the budget be approved as presented. Changes from Fiscal Year 09/10 to 10/11 below.

  8. Supervisor's Report:
    1. Dakota Oil - Supervisor Marion opened discussion up to the floor for citizen's comments. Some had concern on whether or not the money was worth it. Others had concerns because the leases would include the township cemeteries. Saline Township Board is waiting on changes that the township attorney feels are necessary in order for the board to make the final decision on the leases. Dakota Oil will be asked to join our next meeting in April.

  9. Washtenaw County Road Commission - Steve Purri of Washtenaw County Road Commission and other staff members were in attendance to present the Commissions 2010 Annual Report. Citizens had many comments and concerns regarding the roadways. Feldkamp Bridge was denied last year for any grant funding however the two Bridges on Austin Road will hopefully be considered for funding later this year. The townships road committee will be working with the WCRC this year to determine which roads will need attention. Additional matching funds will be available this year however there will be stipulations as to what this money can be used for. These funds can also be held over for one year. The cost of brine this year has decrease slightly. Saline Township Board is hoping to have a local company haul in the lime stone this year that will be used in the efforts to build up the roads. The culvert on Jordon Road just south of Willow appears to be in working order at this time. Available in the clerk's office is a copy of the WCRC 2010 annual meeting booklet.

  10. Trustee Report - Robert Prehn supplied the township board with an update from the State Police for December of 2009 through January 2010. Mr. Prehn also supplied the board with a list of sales within the township over the last year. Copies of these reports will be available in the clerk's office.

  11. Zoning/Building Administrator - April 14th the township will be in court with regards to the home located on Mooreville Road due to the properties condition. Letters to the residence with falling buildings will go out in the next couple of months.

  12. Fireboard Report - No report.

  13. Township Hall Manager Report - No report. June 5, 2010 will be the township clean up day.

  14. Board Member Comments- Kelly Marion asked the board for permission to pay all bills from March 9 through March 31 in order to rap up the year's end. A motion was made by Mr. Robert Prehn and supported by Mrs. Judy Gordon. Ayes 5 Nays 0

  15. The meeting adjourned at 8:05 pm.
