April 9 , 2007

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor James Marion on April 9, 2007 at 8:36pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, and Trustees Bohnett and R. Marion. Fifteen other citizens were present.

  3. Mr. Bohnett led the Pledge of Allegiance.

  4. Mr. R. Marion moved, supported by Mrs. Gordon, to accept the agenda as presented. Ayes: 5. Nays: 0. Motion carried.

  5. Mr. Bohnett moved, supported by Mr. R. Marion, that the consent agenda be approved as presented.
    1. Approve minutes from March 11 regular meeting and March 15, 26 special meetings, and March 23 settlement day meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Appoint Robert Prehn to finish Denny Zink Planning Commission term ending December 31, 2008.
    4. Approve Accounts Payable in the amount of $7,924.11.

  6. Michigan State Trooper reported totals from January to March 2007 police activity. 48 complaints and 3 breaking and entering. Ypsilanti post is down to 23 Troopers total. At June 1, 2007, fewer Troopers will be available to respond to Township needs.

  7. Citizens were offered a chance to address the Board regarding items not already on the agenda. No Comments.

  8. Supervisor Jim Marion commented on the following:
    1. MDEQ was instructed by the applicant, Biltmore LLC, to place a hold on the permit until further notice; may be indefinite amount of time on hold.
    2. Trial date is set for July 27, 2008 if not settled before hand.
    3. April 21, 2007 Cemetery clean-up 9:00 a.m. start at Oak Hill on Macon Road.
    4. Marion et al vs. Saline Township is an additional lawsuit from Biltmore requesting $37,000 worth of expenses incurred that the Township needs to reimburse regarding the ballot proposition.
    5. Set Zoning Ordinance deadline - There has been no time table regarding the new version. A special meeting in May will occur with Donald Pennington and the Planning Commission.
    6. Private brine application rates are $90 for first 300 feet; then $8 per 100 feet after that.

  9. Wireless Washtenaw representative was present to encourage the Board to pass the Master Participation Agreement. There will be triangular towers needed in the Township to support the systems operations. The county will seek permits and accommodate zoning issues. Augusta, Webster and Lyndon have not passed this agreement either.

  10. No Trustees report.

  11. No Zoning/Building Administrator report.

  12. No Fireboard Meeting report.

  13. Township Hall Manager reported that the rental tables could be rented or a damage deposit is needed to deter any more damage to the table. Local rates on rental are $6 to $7.
