Annual Meeting
April 14, 2008

  1. The Annual Meeting of the Saline Township Board was called to order by Supervisor James Marion on April 14, 2008 at 7:24pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustees Bohnett and R. Marion. 23 other citizens were present.

  3. Mrs. Gordon moved, supported by Mr. Bohnett, to accept the minutes of the Annual Meeting dated April 9, 2007 as read by Mrs. Baldus. Motion passed.

  4. Mrs. Gordon read and presented the Financial Statement. No further discussion was necessary.

  5. Mr. Robert Prehn made a motion to increase the Supervisor, Clerk and Treasurer salaries by $500 each for a total yearly compensation of $17,200 and to increase each Trustees salary by $200 for a yearly salary of $2,300 for fiscal year as stated in the budget for 2008-2009, supporting the motion was Mr. Richard Zahn. Motion presented to the electors present, motion carried.

  6. Old business consisted of the following.
    1. Road Commission.
      1. Road Commission improvements consisted of the following.
        1. Culvert replacements on Case Road, Willow Road, Willow Road between Macon and Roehm, and Macon north of Hack.
      2. Township wide dust control consisting of 2 brine applications.
    2. Fire Department Representative, Robert Marion reported that an "at large" candidate was chosen from York Township, Barry Barkel; HVA is temporarily stationed in Saline, City of Saline is at 37%, Lodi is 31%, York is 20% and Saline Township is 11% for budgeting purposes. More details were handled at the Public Hearing for Fire Protection.
    3. Township Hall, Neil reported that caretaker is doing an excellent job. 2 bids were compiled to consider the furnace replacement but no replacement was necessary. Township did not pursue gravel for the town hall driveways.
    4. Planning Commission, Neil reported the following.
      1. By-laws were established for the Planning Commission on April 2, 2008.
      2. New Zoning Ordinances were adopted January 14, 2008 and effective February 1, 2008.
      3. 1 special use for Gentner Trucking business.
      4. 1 special use for Hammer Trucking for gravel pit driveway on Gerald Marions' property.
      5. 1 special use permit for "Nokia" on communication tower on Case Road.
      6. Meetings may be held every other month if there is no new business.
      7. New meeting dates are the 1st Wednesday of each month.

    5. Board of Appeals, Judy reported that members meet on an "as needed" basis. The variance application for Kirk and Marilyn Gordon was handled between parties so there was no action necessary for the Zoning Board of Appeals. Anthony Paterini application was denied. Andrew Wojzsiak was approved.

    6. Zoning Inspector, Robert Marion reported the following.
      1. 20 permits total with the breakdown as follows.
      2. 1 new home.
      3. 1 address.
      4. 7 pole barns.
      5. 5 addition.
      6. 2 garages.
      7. 4 miscellaneous (2 decks, pools, 2 sheds, sunrooms, etc.).

    7. RecycleNow Coordinator, Mary Gumtow reported the following.
      1. Township is maintaining Allied Waste as the provider.
      2. Recycle has been changed to a permanent bin as of February 2006; please call Gumtow's when bin is full and do not leave items lying outside of bins; and close bin doors.
      3. Annual Cleanup Day is May 17th, from 8:00 am to 2:45 pm.
      4. Larry the Tire guy will be used.

    8. Township is using the Michigan State Police for reported incidents. This evening there was an officer present to inform the citizens of first quarter incidents. The Ypsilanti post should be hiring 6-7 new troopers.

    9. Saline Township still has a web page at www.salinetownship.org. Mrs. Baldus reported that there have been major updates occurring on a regular basis to keep the web current. Thanks to Jeff at Fueledesign. Downloadable permits and ordinances are on the web now.

    10. Cemetery Sexton, Mr. Paul Gumtow, had 1 opening and close at Oakhill and 2 for Union. Spring grass seeding will be looked into if needed. Spring cleanup will be Saturday April 19, 2008 at 9:00 a.m. at Oakhill.

  7. New Business was reported as follows.
    1. Depository of Township Funds.
      1. United Bank and Trust handles General Fund account, Tax Funds and escrow accounts.
      2. Comerica handles one escrow account.
    2. Legal Council is spoken to on a daily basis regarding Biltmore; there is no litigation cases currently according to Clerk, Lois reported.
    3. Auditor is an every other year occurrence so the Township is scheduled for an audit with Gary Owen for fiscal 2008-2009.
    4. Paper of Record will be Heritage Newspaper. The Ann Arbor News will have some public notices if applicable.
    5. Township monthly meetings will begin at 7:30 p.m. and will meet every 2nd Monday of each month. Planning Commission will also begin at 7:30 p.m. and will meet the 1st Wednesday of the month.
    6. Mr. Bohnett reported that there are no current issues regarding the Planning Commission. Planning Commission is preparing to hold meetings every other month starting in June. No May meeting unless there is new business.

  8. Motion by Mr. Richard Zahn, supported by Mr. Robert Prehn to adjourn the meeting, motion carried.

  9. Citizens' comments included Mr. Bohnett inquiring of the need to allow alcohol on the Township premise. Matters to consider are insurance, upkeep of the Townhall, parking, liability, well and septic. Further discussion is necessary.
