August 1, 2007

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor Marion on August 13, 2007 at 7:35pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustee R. Marion; absent Trustee Bohnett. Fifteen other citizens were present.

  3. Mrs. Baldus led the Pledge of Allegiance.

  4. Mrs. Gordon moved, supported by Mr. R. Marion, that the agenda be approved with the following changes: consent item 5a. July 9 minutes need to be corrected to reflect Supervisor Marion instead of Trustee R. Marion; consent item 5c. additional bill of $1,337.50 to be paid to Washtenaw County for the Trailer Park taxes; add City of Saline resident Mary Irving to agenda item 7. Ayes: 4. Nays: 0. Motion carried.

  5. Mrs. Baldus moved, supported by Mrs. Gordon, that the consent agenda be approved as revised.
    1. Approve minutes from July 9 regular meeting and August 3 special meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $22,067.41.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. No Comments.

  7. City of Saline resident Mary Irving from 789 Knollwood Court is concerned about the firing range located on 887 Macon Drive located in Saline Township. She has spoken to the City of Saline Police Department as well as the State Troopers. The Board is aware that the Macon resident has a "Dealers License". Township ordinance follows the DNR rules that no shooting is allowed if within 450 feet of any surrounding residence. Mary Irving is leaving all her information with the Township Attorney. Mr. Lucas will investigate the situation.

  8. Saline Area Chamber representative Larry Osterling briefly spoke about the role of the Chamber. The Chamber is a supportive mechanism for municipalities as well as residents. Handouts of local business directories as well as maps were provided to the Board and public if interested.

  9. James Drive residents composed a letter regarding concerns and issues about the proposed Consent Agreement with Biltmore. Attorney Lucas was present to address the audience that there was a meeting last week and each line item was discussed with Biltmore and an amended Consent Agreement will be available soon.

  10. Supervisor Marion commented on the following.

    1. Private brine application is still available to residents at a cost of $90 for the first 300 feet and $8 per 100 feet after. Next Township wide application is scheduled to be closer to September after Willow Road culvert is fixed.
    2. Recycle Coordinator, Mary Gumtow, reported briefly that recycling participants are following the dumpster recycling rules better and no contamination fees have been reported. Fall Clean up is cancelled.
    3. Motion by Mrs. Gordon, supported by Mr. R. Marion, to designate 2007 remainder of $1,616.40 of matching funds to 2008 brine application charges. Ayes: 4. Nays: 0. Motion carried.
    4. Motion by Mrs. Gordon, supported by Mr. R. Marion, that the Township of Saline Board of Trustees publish all notice, ordinance and synopsis of meetings for which the method of publication is not prescribed by other laws by posting in the office of the Clerk and on the Township of Saline website with a notice of the posting describing the purpose or nature of the notice, ordinance or proceeding published at least once in The Saline Reporter, excepting Notices of Public Hearings for the Planning Commission and Zoning Board of Appeals which shall be published in The Saline Reporter. Ayes: 4. Nays: 0. Motion carried.

  11. No Trustees report.

  12. No Zoning/Building Administrator report.

  13. Fireboard Meeting report consisted of one special meeting to discuss the possible change of insurance company. Two proposals have been submitted and there is a considerable difference in insurance costs. No decision has been made as of yet.

  14. Township Hall Manager reported everything is running smooth.

  15. Mrs. Gordon reminded residents that September 14th is the due date for summer deferments or payment of taxes. Mrs. Baldus commented that the Michigan Bureau of Elections has ruled that implementation of voter photo identifications will be necessary to vote starting in November 2007.

  16. The meeting adjourned at 8:35 pm.
