June 9, 2008

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor Marion on June9, 2008 at 7:30pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustee R. Marion and Bohnett (arrived at 7:40 p.m.). Six other citizens were present.

  3. Mrs. Baldus led the Pledge of Allegiance.

  4. Mr. R. Marion moved, supported by Mrs. Gordon that the agenda approved as presented. Ayes: 4. Nays: 0. Motion carried.

  5. Mrs. Baldus moved, supported by Mrs. Gordon, that the consent agenda be approved as presented.
    1. Approve minutes from May 12 regular meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve 2nd qtr Payroll Payable of $18,139.03.
    4. Approve Accounts Payable in the amount of $5,785.66.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. Mr. Robert Prehn reported that he represented Saline Township at a Boysville meeting. Staff reported that there are 2 truancies. They escaped from Boysville and still have not been caught at the time of this June meeting. Capacity at Boysville is 129 beds. Mr. Earl Klager wanted clarification regarding the August ballot issue of Road Millage. Mr. Carl Girbach, retired Washtenaw County Road Forman, was in the audience and helped to clarify Mr. Klager's issues.

  7. Trooper Meranco, from the Michigan State Police Department, reported the last quarter police incidents which consisted of the following: 1 drug arrest, 3 suspicious activities, 1 missing person, 1 crash, 1 destruction of property, 1 traffic arrest, 1 family incident, 1 sex offense, 1 domestic assault, and 1 trespassing. Ypsilanti post has 17 Troopers instead of 42, which is why there is some delay in response time. August 10 there will be a new trooper school in hopes to train and hire more staff.

  8. Clerk Baldus reported that Saline Township Attorney Lucas, as well as Township Planner Manning, has provided some proposed changes to the current fee schedule. Further discussion is necessary at next months meeting.

  9. Supervisor Marion commented on the following:
    1. Mrs. Gordon reported that Taxpayer statements are to be mailed out July 1, 2008. If Taxpayer wants copy of their tax receipt a self addressed stamp envelope needs to be provided.
    2. Klager Bridge may receive a temporary fix to accommodate vehicles only, but that will most likely occur in the fall of 2008.
    3. Township will receive the first coat of brine application as soon as the weather straightens out.

  10. Trustee reported that the Planning Commission met to review 2 special use permits. One applicant withdrew their application and the second one may withdraw also.

  11. Zoning/Building Administrator reported minor incidents that still need to be finalized.

  12. Fireboard reported that self contained breathing apparatuses were purchased from Chili cook off funds and that Fire Staff received minor wage increases.

  13. Township Hall Manager reported recycled broken glass incidents that occurred during the last month. No damage to Saline Township property, other than a mess of glass to sweep up outside.

  14. Citizens' comments included Mr. Marion would like the Saline Planning Commission to exam some of the "grey" areas in the new Zoning Ordinances. Township needs to consider encouraging entrepreneurship versus discouraging.
