May 12, 2008

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor Marion on May 12, 2008 at 7:35pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustees Bohnett and R. Marion. Twenty five other citizens were present.

  3. Mr. Bohnett led the Pledge of Allegiance.

  4. Mr. R. Marion moved, supported by Mr. Bohnett, that the agenda be corrected by increasing consent agenda item 5c. by $770 for the May school election workers. Ayes: 5. Nays: 0. Motion carried.

  5. Mr. Bohnett moved, supported by Mrs. Baldus, that the consent agenda be approved as corrected.
    1. Approve minutes from April 14 regular meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $3,581.22.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. No comments.

  7. Resolution 2008-004 Road Maintenance Millage including Upkeep and Improvements for Saline Township Roads only was briefly discussed with Washtenaw County Road Commission member Roy Townsend and other citizens present this evening. Moved by Mr. Bohnett, supported by Mrs. Baldus, to support Resolution 2008-004. Roll call was taken. Ayes: Baldus, Bohnett, Gordon, J. Marion and R. Marion. Absent or Abstain: None. Resolution Passed.

  8. Saline Area Fire Department Chief Craig Hoeft was briefly discussing the proposed Ordinance 2008-001 "Saline Township Burn Ordinance." The Department is not participating in the "practice burns" anymore due to the fact of numerous regulations enforced by the DEQ. Many surrounding Townships and Fire Departments have received fines from the DEQ. Chief Hoeft is in support of the proposed Ordinance to help the Saline Township regulate and control fires within the Township. Mr. Bohnett moved, supported by Mrs. Baldus to adopt the "Saline Township Burn Ordinance". Roll call was taken. Ayes: Baldus, Bohnett, Gordon, J. Marion. Nays: R. Marion. Absent or abstain: None. Ordinance passed.

  9. Mrs. Gordon moved, supported by Mr. R. Marion to designate the Washtenaw County Road Commission matching funds to the second brine application. Ayes: 5. Nays: 0. Motion carried

  10. Supervisor Marion commented on the following:
    1. Mrs. Baldus briefly explained that a prior lien on a parcel was understated by $1,215; therefore the whole account receivable should be stated at $5,560.37. Motion by Mrs. Gordon, supported by Mr. Bohnett to accept and amend the Financial Statement for FYE 07-08. Motion carried.
    2. Mrs. Baldus read the election results: Lesch and Slawson were the top 2 candidates for Saline Area Schools and No voters came for Milan Schools.
    3. Township has been notified of Feldkamp Road Bridge closure. Washtenaw County Road Commission was present to help explain the situation. In order to apply for Federal/State funding on local bridge work, the bridge must be closed and an application for funding is due in June. Notification of bridge eligibility funding will be in November of 2008; but the funds will not be available until 2011. Approximate total bridge cost to repair is $600,000 to $700,000. Washtenaw County Road Commission share is $200,000 leaving $100,000 for the Township portion. The township does not have any funds of that magnitude to repair the Feldkamp Bridge. Township matching portion may be used to help cover the Townships' liability. Mrs. Gordon moved, supported by Mr. R. Marion to apply for Federal/State funding on Feldkamp Bridge. Motion carried.

  11. No Trustees report.

  12. Zoning/Building Administrator reported that a letter has been sent out to a resident for illegal dumping. Township will be monitoring the situation.

  13. No Fireboard report.

  14. No Township Hall Manager report.

  15. Citizens' comments included the following: May 17th is Saline Township Junk Day.

  16. The meeting adjourned at 8:53 pm.
