  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor Marion on November 12, 2007 at 7:30pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustees Bohnett and R. Marion. Nine other citizens were present.

  3. Mr. Bohnett led the Pledge of Allegiance.

  4. Mr. R. Marion moved, supported by Mr. Bohnett, that the agenda be approved as presented. Ayes: 5. Nays: 0. Motion carried.

  5. Mr. Bohnett moved, supported by Mr. R. Marion, that the consent agenda be approved as presented.
    1. Approve minutes from October 8 regular meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $35,317.22.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. No citizens commented.

  7. Supervisor Marion commented on the following:
    1. Cemetery sexton was informed of some possible vandalism at the Oak Hill Cemetery; Township Officials were not able to locate any damage. Mr. Gumtow will be taking over the Sexton position.
    2. Township is still communicating with the City of Saline to help arrange the 425 paperwork.
    3. Washtenaw County Road Commission announced that the culvert work on Case Road is complete. Dell Road hazards were taken care of as well.
    4. Township Board has 2 positions on the Planning Commission and the Zoning Board of Appeals that will be expiring on December 31, 2007. Planning Commission should be appointed their own officials at the January meetings. This has not been happening in the past. New bi-laws should be established to help with procedures.
    5. Recycle Coordinator, Mary Gumtow, reported that she has not heard back from Recycle Ann Arbor as a potential company to replace our current provider. One hesitation with switching is that Recycle Ann Arbor employs work release prisoners; other government entities use this type of work force as well. Tentative annual clean up date is May 31, 2008; with May 17, 2008 as an alternate date.
    6. Dan Cabage, Township Engineer, reported that DEQ is still working with Austin Commons II, and Washtenaw County is involved with the culvert issue at the Case Road cell tower.

  8. Attorney Fred Lucas is still working on language regarding Resolution 2007-003 Purchase of Development Rights.

  9. Trustees reported that the proposed horse ordinance should be considered reverting back to the original language of 10 acre minimum with no number on horses. The discussing will probable be postponed until December because of some Planning Commission members will not be present at the November meeting.

  10. No Zoning/Building Administrator report.

  11. Fireboard reported that applications are now being requested to fill the at large candidate for another position on the Fire Board.

  12. Township Hall Manager reported that there is another window broken and that there were numerous glass bottles busted at the rear of the Township Hall as well as along the recycle dumpster.

  13. ZBA Chairperson, Eugene Heusel, reported that one variance was granted. Mr. R. Marion requested that meeting minutes need to be forwarded as soon as possible to him before he issues the building permit.

  14. The meeting adjourned at 8:10 pm.
