Township Planning Commission
Regular Meeting, December 12, 2007
Members Present:
Richard Zahn, Neil Bohnett, Trudy Feldkamp, Laurie Leinbach, Gary
Luckhardt, Robert Prehn, Chuck Rankin.
Members Absent:
None.
Others Present:
Jim Marion, Don Pennington, Rodney Nanney, Dan Cabage, approximately
10 others.
Meeting
was called to order at 7:30 pm.
Roll was taken; quorum established.
Pledge of Allegiance was led by Rankin.
Approval of Minutes, November 14, 2007: motion by Bohnett,
supported by Rankin; vote unanimous to approve.
Approval of Agenda, December 12, 2007: motion by Bohnett
to approve amended agenda, supported by Luckhardt; vote unanimous
to approve.

New Business:
- Items from
the Board
- Reappointments:
Rankin and Luckhardt have agreed to serve another term for
the Planning Commission; Richard Zahn and Judy Gordon for
the Zoning Board of Appeals.
- Light
for intersection of Marion Road and Michigan Avenue. New pavement
makes the corner very dark. State DOT will be contacted.
- Bylaws
for Planning Commission will be reviewed. Versions provided
by Don Pennington and Fred Lucas.
- Weisenreder
PA116 application has been approved.
- Development
Rights still to be reviewed.
- Dan Cabage
provided gravel pit updates.
- Request
the Planning Commission to change their meeting date. Board
would like the Planning Commission to meet before the Board
each month. Discussion regarding the change. If it is changed
we have 10 days to publish the meeting dates on the door and
once in the Saline Reporter. Rankin moved to have Planning
Commission meetings on the first Wednesday of each month at
7:30 p.m.; Prehn support; vote unanimous in favor of motion.
The new meeting date will be effective on January 2, 2008.
The schedule of meetings will be posted on the door of the
Township Hall and also will be included with the tax notices.
- Board
of Review times in March were adjusted (Monday, March 10,
3-9 p.m.; Tuesday, March 11, 9 a.m. to 3 p.m.).
- Planning
Commission By-Laws. One version was distributed by Don Pennington
and also a version received from Fred Lucas. Discussion. Both
are very similar. The Commission would like to take time to review
both documents. Leinbach moved to table the issue until the January
2, 2008 meeting; Bohnett support; vote unanimous in favor of the
motion.
- Pit Report,
Dan Cabage. Visuals were distributed and explained.
Marion Pit: encroached on setback. Cabage will notify operator.
Reviewed a letter sent. Restoration needs to be done in areas;
need to double-check letter of credit. Prehn: does DEQ ever do
a walk through? Cabage: only if a complaint.
Feldkamp Road Pit: in compliance, reviewed letter. Ordinance calls
for fencing, should be erected. Access on US12, should not go
through residence; discussion.
Old Business:
- General Land
Use Development Plan discussion. Pennington and Nanney have met
with City of Saline to discuss 425 agreement. Will effect plan.
Will bring new version back in January. May need to add paragraphs
to plan.
- Zoning Ordinance
discussion. Nanney presented draft motion that covers December
5 meeting issues. Question: does the General Land Use Development
Plan need to be approved before the Zoning Ordinance? Nanney:
not needed yet; just recognize that the two documents are closely
tied together.
Motion by Leinbach, read resolution as printed (attached); support
by Rankin. Roll call vote: Bohnett-Y, Feldkamp-Y, Leinbach-Y,
Luckhardt-Y, Prehn-Y, Rankin-Y, Zahn-Y; unanimous in favor of
motion
Public
Comments:
Supervisor Marion: there will be no special meeting of the Board
regarding the Zoning Ordinance. Board will add to January 14 agenda.
Also, the State Police representative attended the December 10 meeting,
no significant issues to report.
Bohnett moved
for adjournment, Rankin support; meeting adjourned, 8:30 p.m. Next
regular meeting is January 2, 2008, 7:30 pm.
