Public Hearing/Regular Meeting, March 5, 2008

Members Present:
Richard Zahn, Neil Bohnett, Trudy Feldkamp, Laurie Leinbach, Gary Luckhardt, Robert Prehn, Chuck Rankin

Members Absent:
Denny Zink

Others Present:

Meeting was called to order at 7:30 pm

Roll was taken; quorum established.

Pledge of Allegiance was led by Girbach.

Approval of Minutes, February 6, 2008: motion by Bohnett, supported by Leinbach; vote unanimous to approve.

Approval of Agenda, March 5, 2008
: motion by Leinbach to approve agenda, supported by Rankin; vote unanimous to approve.

Announcements:
Card from Julie Arkinson, re: horse ordinance, appreciates all the Commission's work

Public Hearing:

Rankin commented that he had driven past the site. Line of vision is very good; Bohnett agreed. Discussion included dust control. Cabage mentioned that where drive proposed is the best location.

Bohnett moved to approve application for entrance and exit and to include dust control; Prehn support. Roll-call vote: Bohnett-Y, Feldkamp-Y, Leinbach-Y, Luckhardt-Y, Prehn-Y, Rankin-Y, Zahn-Y. Unanimous in favor of motion, motion passed.

Haeussler requested discussion about the bond amount of $350,000, felt that it was more than needed for the amount of acreage. Request to lower the amount. The bond on the Feldkamp Road pit is $100,000. The acreage for both is very similar. Discussion.

Rankin moved to lower the bond from $350,000 to $100,000; Luckhardt support. Roll-call vote: Bohnett-Y, Feldkamp-Y, Leinbach-Y, Luckhardt-Y, Prehn-Y, Rankin-Y, Zahn-Y. Unanimous in favor of motion, motion passed.

New Business:

  1. Items from the Board
    1. No raises this year.
    2. Fire board meeting.
    3. Resolution to participate with Washtenaw County in PDR program.
    4. Planning Commission will have meetings every other month.
    5. Fred Lucas will attend the next Board meeting.
    6. New ordinances will be discussed at next Board meeting.

      Discussion regarding meeting schedule.
      Jim Marion distributed proposed ordinances that will be discussed at the next Board meeting.

  2. General Development Plan Update. Rodney Nanney distributed proposed map, there has been conversation with the City of Saline. The map is a concept from discussions. Key changes include: transportation collector roads within the area (extend Dell Road south to connect with Johnson Road extended west. Also extend Marion Road north and curving to meet Dell Road. Dell Road to be western boundary of higher density area.); land use (slight changes east of Dell Road. Added a mixed use area. Commercial area shown is only the existing use.).

    Discussion. Public hearing is not necessary for minor changes. Intent is to continue discussions with the City and then to bring back a revised plan.

  3. Other. For the next meeting: a) discussion on meeting schedule; b) by-laws discussion. Will have clean copy at next meeting.

Old Business:

  1. Planning Commission By-Laws. Clean copy will be provided for next meeting. Decided that election of officers could take place before adoption of by-laws.

    Chair: Rankin nominated Prehn; no other nominations; vote unanimous.

    Vice Chair: Bohnett nominated Zahn; no other nominations; vote unanimous.

    Secretary: Leinbach nominated Feldkamp; no other nominations; vote unanimous.

Bohnett moved for adjournment, Rankin support; meeting adjourned, 8:43 p.m. Next regular meeting is April 2, 2008, 7:30 pm.
