Regular Meeting, February 2, 2010

Members Present:
Neil Bohnett, Trudy Feldkamp, Laurie Leinbach, Gary Luckhardt, Robert Prehn, Chuck Rankin, Richard Zahn

Members Absent:
None

Others Present:
Jim Marion, Robert Marion, Dan Cabage, Mike Callegazi, Don Pennington

Meeting was called to order at 7:35 pm., Chuck Rankin presiding.

Roll was taken; quorum established.

Pledge of Allegiance, led by Prehn.

Approval of Minutes: Regular Meeting of December 1, 2009 -Motion by Prehn to approve minutes as presented; support by Leinbach; vote; minutes approved unanimously.

Approval of Agenda, February 9, 2010: Items to add to the Agenda, under New Business, Election of officers. Motion by Leinbach to approve as amended, support by Zahn; vote; amended agenda approved unanimously.


Announcements:

  1. Leinbach reported that the Saline Sustainability ______________ has changed its name to the Saline Area Sustainability Circle.

Call to the Public:

  1. Jim Marion, Neil Bohnett and Mike Callegari attended recent the Washtenaw County Road Commission meeting. There are two bridges on Austin Road that are considered critical. Options are to lower the weight limit on both or close.

  2. County Road Commission will attend the Township Board meeting scheduled for March 8, which is also the first night of the Board of Review.

New Business:

  1. Items from the Board
    1. State Police undermanned and having difficulty getting to the Township Board meetings. Prehn offered to deliver reports monthly.
    2. Estimates received on repainting of building (Township Hall). Estimates were not consistent, need to obtain more details.
    3. Questions about "neighborhood watch" signs. Sign can go up without a meeting. Signs are obtained from the police. It is believed that the County will put up the sign(s).

  2. Other.
    1. Election of Officers.
      Bohnett moved that all officers stay the same (Chair - Rankin; Vice Chair - Zahn; Secretary - Feldkamp), Zahn supported, vote unanimous in favor; motion passed.

Old Business:
Master Plan, new version distributed. Rankin has noted there are many errors and he is not happy with the maps. Pennington stated that they are Washtenaw County maps and did the best he could with them. He can try to work with the County to add street names. Wetlands and woodlands areas actually cover roads. On page 5, error in the roll call vote taken - two "R" Marion (should be one "R" and one "J"). Some discussion about updating the maps on the wall of the Township Hall. "US12" needs to be consistent throughout. There are numerous spelling errors. Pennington stated that he will make corrections at no charge. He will follow-up with the County on the maps, adding street names and making the markings more legible. He would like to meet with Prehn for the corrections needed. Everyone should go through the book and indicate corrections needed. Jim Marion, Robert Marion and Chuck Rankin met with the Township attorney. What corrections need to be updated. Review of ordinances for anything that is unclear or missing that needs to be clarified or added. The status of Biltmore was also discussed. Attorney Lucas has contacted Alan Green. The Consent judgment specified that they have five years after water/sewer has been constructed or after the 425 agreement takes effect to begin construction. Everything is currently on hold. Lucas suggests 7 years of nothing to revisit the agreement.

Public Comments:

  1. Question regarding the difference between public or private stable.

  2. A solar farm company (solar panels erected to collect energy) is looking into purchasing property.

Bohnett moved for adjournment, Zahn support; vote; meeting adjourned, 8:33 p.m. Next regular meeting is April 6, 2010, 7:30 pm.
